JR East Fare Increase for the First Time in 31 Years

On March 14, 2026, JR East implemented a fare revision. Excluding adjustments related to consumption tax increases, this marks the first fare hike since 1995, a span of approximately 31 years.

Railway fares, long regarded as a “model of price stability,” have finally reached a major turning point. This revision is not a simple across-the-board increase, but is characterized by a combination of multiple system changes. Overall, fares have risen by an average of 10.9%.

  • Standard passenger fares (tickets and IC): approximately 11% increase
  • Commuter passes: approximately 13% increase
  • Student commuter passes: unchanged (excluded this time as a consideration for household burden)

Initial fare (within the Yamanote Line area)

  • Before revision: 150 yen (ticket)
  • After revision: 170 yen (ticket)

*Meanwhile, the “barrier-free surcharge” (10 yen) introduced in 2023 has been incorporated into the base fare and abolished, meaning the actual increase is more moderate than it appears in some sections.

The last time JR East raised fares for reasons other than consumption tax adjustments was in 1995 (Heisei 7). At that time, management efforts following privatization and the deflationary economy after the collapse of the bubble made it possible to keep fares unchanged. However, in recent years, declining ridership due to population decrease, rising electricity costs, and the cost of renewing aging infrastructure have overlapped, finally bringing corporate efforts to their limit.

Fare Notes (Sanyo & Kyushu Shinkansen)

Reserved seat fares on Nozomi and Mizuho include an additional surcharge compared to Hikari, Kodama, Sakura, and Tsubame.

For non-reserved seats, the limited express surcharge is the same regardless of train type (Nozomi, Mizuho, Hikari, Sakura, Kodama, or Tsubame).

Reserved seat surcharges shown are based on the regular season.
Fares are adjusted by:

  • -200 yen in off-peak seasons
  • +200 yen in peak seasons
  • +400 yen in the busiest periods

The fare chart shows standard prices when purchasing paper tickets at stations or ticket machines.

When booking reserved seats via Smart EX, fares are typically 200 yen cheaper than the prices shown.

Non-reserved seat fares are generally the same whether purchased via Smart EX or at stations.
However, due to system calculations, Smart EX fares may sometimes be slightly cheaper by small amounts.

Information as of April 2026.

Main Through Services on the Sanyo & Kyushu Shinkansen

On the Sanyo Shinkansen section between Shin-Osaka and Hakata, Nozomi trains run frequently.
However, Nozomi does not operate beyond Hakata and does not continue onto the Kyushu Shinkansen.

To travel directly from Shin-Osaka to the Kyushu Shinkansen section (Hakata to Kagoshima-Chuo), you will mainly use Mizuho or Sakura services.
These trains run through from Shin-Osaka to Kagoshima-Chuo without the need to transfer.

Train Route Non-reserved Seat Fare Reserved Seat Fare
Mizuho Shin-Osaka – Kagoshima-Chuo Same fare Higher surcharge
Nozomi (Tokyo) – Shin-Osaka – Hakata Same fare Higher surcharge
Sakura Shin-Osaka – Kagoshima-Chuo Same fare Standard fare
Hikari (Tokyo) – Shin-Osaka – Hakata Same fare Standard fare
Kodama All sections (stops at all stations) Same fare Standard fare
Tsubame Hakata – Kagoshima-Chuo Same fare Standard fare

Take Mizuho for Kyushu

Nozomi trains only run as far as Hakata, the final station of the Sanyo Shinkansen.
To reach destinations such as Kumamoto or Kagoshima-Chuo, you need to transfer at Hakata or take a direct service like Mizuho or Sakura from the start.

Seat Comfort Differences (Reserved Seats)

This is the main difference between the trains.

Mizuho offers a 2+2 seat layout, providing a more spacious and comfortable experience, similar to Green Car seating.

Nozomi uses a 2+3 seat layout, which is the standard Shinkansen configuration.

For non-reserved seats, both trains use the same 2+3 layout.

Fare Structure

The fare structure is the same for both trains.

Both Nozomi and Mizuho have a “fastest service” surcharge applied.

For non-reserved seats, the fare is the same as Hikari and Kodama.

For reserved seats, an additional surcharge is added on top of the standard reserved seat fee, depending on the distance.

Since both trains use the same reserved seat surcharge, Mizuho can feel more comfortable and better value on routes such as Shin-Osaka to Hakata due to its more spacious seating layout.

Smart EX Coverage and Important Notes

When using the online booking service Smart EX, availability depends on the route.

When Smart EX can be used (through booking available)

If your journey starts on the Honshu side and passes through Hakata, you can book the entire trip with Smart EX.

Examples:
Shin-Osaka → Kumamoto
Tokyo → Kagoshima-Chuo

When Smart EX cannot be used (Kyushu Shinkansen only)

If you travel only within the Kyushu Shinkansen (starting or ending at Hakata), Smart EX is not available.

Examples:
Hakata → Kumamoto
Hakata → Kagoshima-Chuo

In this case, you will need to use JR Kyushu’s reservation services, such as e-Ticket or online booking.

Smart EX Coverage for the Kyushu Shinkansen

Smart EX is generally not available within the Kyushu Shinkansen area.
As a basic rule, Smart EX coverage extends only up to Hakata.

The Tokaido and Sanyo Shinkansen (Tokyo, Shin-Osaka to Hakata) are fully covered, allowing online booking and ticketless travel with Smart EX.

Within the Kyushu Shinkansen section (Hakata to Kumamoto or Kagoshima-Chuo), Smart EX cannot be used.

However, if you take a direct train such as Mizuho or Sakura that continues beyond Hakata without transferring, you can book and travel to your final destination in Kyushu using Smart EX.
